Abstract

This paper aims to develop the hypothesis of consistency or "horizontal fit" among human resource management (HRM) practices. Following Delery's (1998) advice, it focuses on the types of relationships between practices, rather than on the relationships themselves. From an inductive point of view and through content analysis of qualitative data, it establishes six different types of relationships as emergent system properties. By distinguishing between active and passive interactions among practices within the HRM system, light is shed on how the system evolves into newer structural arrangements. Those six properties are proposed as guidelines for the assessment of the internal consistency of a HRM system. Those guidelines help to simplify much of the complexity associated with research and management of the human resource practices within organizations.
