Abstract
The paper analyzes the discourse of agents involved in an institutional strategy aimed at the reorganization of the Canary Islands' tourism sector in the first decade of the 21st century. The analysis of the interviews reveals that this strategy is perceived by the agents involved to have been a failure, because it was based on wrong premises and did not achieve the goals proposed. From this point on, discourse analysis makes it possible to understand the explanation provided for the economic phenomena. These are not seen as the mere result of agents with equal power interacting in a market but rather as the consequence of equilibrium and mechanisms of access to power.
