Abstract

The article's object of discussion is the new business-like model for local public management. Even if the principles of flexible economy are favoured, it is a mistake to aim a public administration reform without taking into account a) the principles and values that shape such organization; and b) the personnel regulation. Examples of the public management cultural weakness are presented, through the change orchestrated by the local administration; the adoption of business-like values; and the escape towards private management of public
employees.
